Is a toy poodle just as smart as a standard or miniature poodle?

Poodles are poodles. A "toy" poodle is the same thing as a miniature, it's just been bred smaller. And most poodles that are used for show are not bred to sport. There are differences between show dogs, pet dogs and sport dogs.
