What percentage of rental properties require that cats be declawed?

I have never ever ever had a rental agency or landlord ask me to declaw my cats. I have never seen that as a requirement for any rental property I was considering either. They just say "___ number of cats allowed" or they don't allow them at all. I would try to find a place that wouldn't make you mangle your cat, or otherwise try the route with the vet. I would also print out some literature showing how harmful it is and how it could result in behavior that would cause a lot more damage to their property (inappropriate elimination behaviors, etc). You might also offer to keep nail caps like SoftPaws on her if they are being particularly resistant.
