Is PDA punishable at the mall?

Ok so my boyfriend and I were at the mall today and when he had to leave I gave him a long peck on the lips, no tongue or anything too much, but afterwards I saw a cop give me a very scary look, i was nervous he was going to come up and chew me out. Can mall cops punish you for such little pda like a long kiss?
